Ten Jobcentres in East Anglia and Lincolnshire are to be hubs for boosting awareness of skilled roles in Britain’s booming offshore wind power industry, predicted as on track to be creating 70,000 new jobs by 2030.

A pilot programme launched today by partners The Crown Estate, the Department of Work & Pensions and the Offshore Wind Learning platform is designed to spin the wheel for offshore recruiters, by upskilling and empowering the DWP’s work coaches. The advisors can then direct jobseekers to burgeoning new career opportunities in the local offshore wind industry.

Eastern England looks out on around a half of Britain’s existing offshore wind farms. More are due.

The partners’ geographically focused pilot may be followed by national roll-out, ensuring local communities feel the benefits of Britain’s contested transition to more wealth-creating renewables and a greener economy for jobs.

Enduring skills shortages in green trades are a fly in ointment already polluted by decades of hydrocarbon-financed misinformation, science-denying newspapers relying on oilcos’ advertising and poor skills planning.

The Offshore Wind Industry Council (OWIC) last year estimated its members would need to fill 70,000 new jobs this decade. Currently employing 32,000 people, marine turbine chiefs thus seek an average of 10,000 new workers every year to welcome into employment, just to support their pipelines of projects already identified.

Very flat, Norfolk

Coaching employment advisors in ten coastal or near-coastal Jobcentres from Skegness to Beccles and inland, is the partners’ method.

DWP focus groups in November highlighted the challenges wind power employers face, regarding perceptions of how to enter the industry, and career progression in it.

The research showed DWP staff knew about direct roles, such as turbine technicians and constructors. They knew less, said the research , about support roles offered by operators in administration & commercial management, including among suppliers who sell to turbine operators.

The research’s findings highlighted a need to “train the trainers”, working to improve the advisors’ confidence in advocating offshore wind jobs to dole claimants.

For The Crown Estate, sustainability director Judith Everett enthused: “We’re thrilled to launch this pilot raising awareness of the many exciting offshore wind career opportunities in East Anglia and Lincolnshire.

Though the UK is a global leader in offshore wind”, Everett went on, “the industry faces challenges in our workforce which must be addressed urgently to ensure the sector remains competitive in the face of international competition. Through the important work carried out by coaches in the Department for Work and Pensions, this initiative will shine a spotlight on the local employment opportunities within the industry.”

Lauren Little at offshore operator Ørsted said: “It’s fantastic to see big players in the industry highlight the need for talent to enter the offshore wind industry.

“This programme is perfectly suited to highlight the variety of roles within our industry– from technicians working on turbines to behind-the-scenes employees in administrative and support roles.”

For the DWP, partnership lead Roger Matthews added: “We are immensely proud to be partnering with The Crown Estate. This programme will equip DWP work coaches with insights and targeted training to drive growth in offshore wind employment, a sector vital to the UK’s efforts to transition to Net Zero.

Research carried out by youth charity The Prince’s Trust and pollsters Public First finds that only 27 per cent of all young people can explain what a ‘green job’ is.

An average of only 31 per cent of people approaching working age have heard of Net Zero, the organisations’ poll reveals. NEETs – youngsters not in employment, education or training – are even less confident with the term.

This poll’s conclusions from a monarchy-linked charity runs contrary to technology enthusiastic young energy innovators such as in community-focused Energy Garden London, pictured.

The Trust believes youngsters’ levels of ignorance imperils government hopes to recruit new workers into trades such as heat pump installer.  One estimate says 50,000 technicians are needed to meet the Conservatives’ target of 600,000 fittings by 2028.

For  their report out today, ‘Generation Green Jobs?’ research consultancy Public First polled 2,054 people under 25 years old.  Five focus groups held online with young people in the West Midlands, Teesside, and Fife – all areas slated by the government for new green industries– added to insights.

Forty-six per cent had not heard about green jobs during their education; among NEETs – 64 per cent – and young women – 61 per cent higher – ignorance was higher still.  Only 41 per cent of NEET youngsters had an interest in training for green jobs, compared with 59 per cent of all young people.

Only 5 per cent of youngsters imagined any green workers without university degrees, despite many low carbon technical roles being suited to vocational training.

Despite 49 per cent of young people declaring climate change as one of our time’s most pressing issues, only 18 per cent said that the environmental sustainability of their employer would be a factor in deciding between jobs.

Young people identified career progression (49 per cent), job security (48 per cent) and flexible hours (48 per cent) would increase their interest in working in the green economy. But they linked none to green jobs. Poor pay was identified as the top disadvantage of green jobs, citied by 25 per cent.

The  Trust wants its new modules on green skills to be included in Achieve, an education programme delivered in schools.

Lindsey Wright, The Prince’s Trust’s head of future sectors, said: “This report provides a stark warning about how much needs to be done to educate young people about green jobs and offer structured pathways into training and employment. Problematically, young people who could benefit most from these opportunities do not see themselves as suitable“.

Forty-six percent of Britain’s young people aged 16 to 24 plan to forego traditional college or university education, and opt for immediate jobs in burgeoning green sectors, new research released today by E.on indicates.

As the Sunak government equivocates over the nation’s green future, approves fossil fuel jobs from the Rosebank oilfield and defends motorists from an imaginary “war”, young people appear from E.on’s research already to be following a vision which the nation’s departing leaders lack.

E.on asked market research firm 3Gem 2023 to quiz 2,000 young adults on their training intentions as they enter Britain’s workforce.

School leavers are questioning the need to go to university, with two in three  – 66% – telling E.on’s researchers the cost of traditional higher education is too high.  Forty-four per cent believe a degree apprenticeship is the best path to starting a green career.

A majority of school leavers – or 60% of 16-18 year olds – want to go straight into employment to get a head start in their career, the researchers found.

The energy supplier’s study is confirmed by official figures. UCAS, the body supervising university & college admissions, found this year that 430,000 students expressed an interest in apprenticeships, a 180% increase since 2021.

Young people are increasingly making the link between their personal environmental credibility and the way they earn their living.  51% told E.on’s researchers they know their personal climate actions will be scrutinised if they work in a green role.   Seven in 10 state they’re look for such employment so they can play their part in taking climate action.

Misconceptions linger, though.  Two in five young adults believe green jobs must take place in outside in nature (40%) or think green jobs don’t pay very well (39%).

German-based E.on released the research as it sought to publicise its own UK apprenticeship schemes.  It currently has almost 200 new learners working on over 50 different schemes in skills covering engineering, project management and supply chain leadership, as well as skills in customer service, accountancy, HR, legal and cyber security.

E.on UK boss Chris Norbury commented: “It’s incredibly positive that young people are actively looking to build a green career and are keen to join organisations that are focused on helping people become more sustainable.

“Industries working towards Net Zero are already creating thousands of exciting new jobs that deliver personal and professional fulfilment for people all over the UK”, Norbury went on.

Degree apprenticeships – where people earn as they learn within an organisation while undertaking a degree which is paid for by their employer – are increasingly appealing to young Brits.

Almost half – 48% – of young people believe a degree apprenticeship is the best path to starting a green career after school, compared to just 29% who think traditional higher education such as university would help them secure a green job.

Careers expert Helen Tupper, author of ‘The Squiggly Career’ and co-founder of the ‘Amazing If’ podcast, added: “There’s no longer a default for what ‘good’ career development looks like. That means younger generations have more freedom to progress their careers in ways that work for them.

“Apprenticeships are a great example of how Millennials and Gen Z are beginning to determine their own development, allowing them to learn quickly and develop their skills in a variety of roles”,  Tupper advised.

With sustainability and climate considerations high on the agenda for younger generations, apprenticeships within organisations that are focused on these areas are helping people to combine their purpose with their progression.”

The Sunak government’s lack of leadership towards transforming Britain’s skills base in energy is putting the jobs transition at risk, stranding workers in unwanted trades, a survey of the sector’s employees has found.

Less than half of technical practitioners in gas, electricity and renewables say they’re happy Westminster is delivering the skills transition needed to decarbonise UK energy production by 2035.   The same minority, 42% of workers, believe energy companies – including their employers –  are on track

Technical standards supervisors City & Guilds and government advisors Engineering UK jointly commissioned the poll.  Its thousand respondents were split equally between workers in oil, gas and coal, and technicians qualified in future-oriented low carbon disciplines.

The poll comes as economists Lightcast report skyrocketing demand for low carbon workers. Job postings for renewable energy managers grew elevenfold in the three years to 2022.  Over the same period, vacancies for oil and gas analysts slumped by 43.4%.

A willingness to acquire new skills exists, but respondents said the government isn’t nurturing it.   The poll found only 33% of energy workers believe they have the skills they need to adapt to any future changes in the energy industry.

A quarter, 26%, say that they don’t know how to access training that will allow them to adapt to future changes in the industry.

In its report, Bright Futures: Decarbonising the UK’s Energy Workforce, City & Guilds calls on Whitehall to

  • maintain clearer policy, enabling industry to invest with confidence in new skills
  • work with national and local partners to support a just transition
  • foster investment in technical training including re-training
  • strengthen and support a robust skills pipeline

City & Guilds’ chief customer officer Andy Moss said: “Over 90% of Britain’s workers in high carbon energy are interested in transitioning to greener jobs. Yet many employers tell us uncertainty over the timing and scope of major energy projects inhibits their ability to invest in skills for the long-term.

“We must unite to tackle the problem. If we don’t act now, we’ll almost certainly lose the race to a more sustainable future.”

EngineeringUK CEO Dr Hilary Leevers added: “The sector must work together with government to grow a diverse workforce able to achieve joint aims and ensure its prosperity into the future. The numbers in vocational training and studying at university are insufficient to meet demand. So, in addition to reskilling and retraining those already in work, it’s imperative there’s a sustained and growing investment in training and education, including apprenticeships, T levels and academic routes.

“It’s vital to invest in bringing a more diverse range of new entrants into engineering and technology, giving more young people from a wider range of backgrounds the chance to pursue a rewarding career and bring their different perspectives to the fore. Only by improving workforce diversity and enjoying the breadth of talent available can the sector fill its skills and labour gaps and maximise its innovation.”

The C&G-Engineering UK survey adds to a growing torrent of criticism that financier Sunak’s administration has lost interest in the world’s climate catastrophe and its effects on the UK.

Independent scientists on the government’s own Climate Change Committee Last week, catalogued a slew of backward steps taken during Sunak’s first months.  Licensing in Cumbria the nation’s first coal mine since the 1980s, and probable opening of the new Rosebank and Cambo oil fields, headed the list.

Sunak’s environment minister Zac Goldsmith quit 48 hours later, telling the prime minister he was showing inadequate leadership in addressing the climate challenge.

With too few heat pump technicians trained to meet the government’s targets of 600,000 installations by 2028, two years ago skills organisation XXXX launched up its own initiative, independent of government, to accelerate the passing on of skills

Sustained high energy prices are deterring spending by large and small companies on recruitment, training and investment in productivity upgrades, research commissioned by multinationational engineers ABB has found.

A full 92% of firms large and small worldwide report that expensive electricity & gas threaten their competitiveness & profitability, according to answers from 2,300 companies.

Stripping carbon out of operations & greening the enterprise has taken a back seat as managers rush to control short-term costs, the international survey found.

34% have suffered lower profit margins, and nearly 20% have reduced output & cancelled staff hires, the survey found. 14% have planned or enacted job cuts.

There’s one silver lining, though. The drive towards energy self-sufficiency has seen more firms maximising on-site generation & efficiency.

Looking to the near future, a fifth of firms say post-Covid surges in power bills is delaying launches of new products, or harming technical support for existing output.

One firm in eight is pondering moving production to countries with lower energy costs.  Though not named in the survey, renewables-rich destinations like Portugal or Norway offer European possibilities here.

ABB’s Electrification division sponsored the research.  Its president Morten Wierod said volatility in energy costs threatens to put back the necessary switch to electricity by half of the world’s transport, buildings and industry by 2050.

“We can’t stand by as this happens”, writes Wierod. “The world is counting on industry, which accounts for more than half of total greenhouse gas emissions, to deliver on climate change commitments. As leaders, we collectively need to step up to that challenge”.

On-site generation and power storage, and more energy audits are among solutions ABB recommends, while power costs stay high.

  • UK staff in energy utilities are the least happy among workers in 29 British industrial sectors, a separate study has found.

Pollsters Reboot Online probed 2,500 British staff on their work’s effects on factors including their career prospects, salary, empowerment, work culture and mental health.

Lab workers and pharmaceutical scientists emerged happiest, ahead of creatives in design and performance.  Utility engineers came bottom, behind call centre workers and sales staff. Less than 3% of British energy workers feel good about the recognition their employer gives them.

Polling boss Shai Aharony stressed the need to build workplace cultures which value workers. Hers does so by means including giving staff five days pay for a four-day week. Increased productivity and heightened happiness have resulted, Reboot Online has found.

Being a solar installer is ranked as the best job to have in the UK this year, judged among twenty alternatives, against factors including demand for staff, salary & workplace flexibility, new research finds.

Soaring demand for PV installations has pushed employers’ demand for skilled staff up more than fourfold since 2020, an assessment from online recruitment platform Indeed claims.

The skilled, green-collar trade pays an average salary of £ 33,613 to a qualified UK technician.  That’s among the lowest pay in the recruiters’ ranking of those 20 most attractive roles this year.

But Indeed’s method balances pay against quality of working environment, long-term viability of the sector and social utility guarantee workers’ sense of worth.

“Indeed’s 2023 best jobs list clearly highlights trends within our society”, Danny Stacy, the firm’s senior manager for talent intelligence commented.

“Solar Installers claiming the top spot for the best job in the UK reveals the increasing importance of sustainability, driven by the cost-of-living crisis and the climate emergency”.

Connecting, commissioning and maintaining systems now accounts for 87 solar installer jobs per million UK workers.  Around one in six work remotely, the researchers found.

Other green collar jobs featuring in Indeed’s top twenty for 2023 include sustainability consultants, ranked at No 3. Average salaries are just over £40,000, with 137 jobs per million of the working population.

At No 17, around 419 workers per million are environmental managers, earning just under £37,000 per year. One in six work from home.

More details here.

Global accountants PwC calculate that Britain’s creation of green jobs is running at four times the creation rate for other vacancies.

The consultancy firm’s “Green Jobs Barometer 2022”, its second annual survey of the sector, tracked ads for roles in clean energy, environmental services or the circular economy.  Nationally, the study sees them as up threefold on last year.

The 336,000 UK environmental vacancies counted by PWC in 2022 still equate to only 2.2% of all new vacancies.  But it is the trebling of that figure in only twelve months which convinces the firm’s researchers to see a sustained greening of the UK labour market.

Comparing this year with last, every UK region saw green employment meeting a greater share of the job market.  Even in regions with high environmental employment, the number of green jobs at least doubled in absolute terms.

Regional imbalances abound, though. Around one in three of new environmental vacancies are London-based, predominantly in scientific or professional roles such as engineering.

By volume of jobs, the South East is pulling away from the rest of the country.  Just 7,594 unique green job ads were for roles in the North East in 2022, compared to 110,067 located across London and the South East.

Second only to London, Scotland takes another big geographical slice of ‘green collar’ employment, thanks to devolved Holyrood’s decades in promoting clean energy technologies such as wind.

Skills gaps are emerging too, PWC believes, notably in terms of expertise shortages amid hard-to-fill posts among the technical practitioners needed drive Britain further towards Net Zero.

Employment figures released by the Office of National Statistics this morning across the entire economy saw a fall in all job vacancies for the fifth quarter in a row, to 1.187 million.

They came after unemployment rose in October, now standing at 3.7% of the job-seeking population.

Pay rates aside, 149,000 jobs reported by the ONS as destroyed over the last twelve months in sectors such as retail, wholesaling & automotive repair have been balanced out by over half a million new posts in health and social care, in professional, scientific & white collar activities and in communications and IT.

PwC UK’s head of regions Carl Sizer commented:  “The huge growth in green jobs over the last year illustrates how we are creating a Green Britain. If we want to meet our Net Zero ambitions while driving growth, then the green economy needs to be nationwide.

“This year’s Barometer shows that many green jobs are in professional and scientific roles, while there is an ever-growing gap in new green trades jobs which are equally vital to Net Zero plans.

Professional training and re-training remain essential, said Sizer.

“This is not just a story of job creation, but one that also highlights the critical requirement to prepare the UK workforce for the jobs that will realise the country’s ambitions. This will need significant investment – for example, our data shows that between 10,000 and 66,000 new tradespeople will be needed each year to retrofit the 29 million homes with low EPC ratings.”
